2. Resume the acceptance and approval of foreigners' applications for extension, renewal and reissue of ordinary visas, issuance, renewal and reissue of residence certificates, and issuance, extension, renewal and reissue of residence certificates. If the applicant really has urgent needs, it can follow the urgent procedures.

3. Resume the issuance of port visas, resume the implementation of the 24/72/144 hour transit visa-free policy, and issue temporary entry permits according to law.

4. Resume the issuance of the People's Republic of China entry-exit pass, and resume the issuance of the entry-exit pass for border areas.

5. Gradually resume the customs clearance of passenger transport at land ports (channels), and orderly resume the entry and exit of land ports, border passage passengers and border people. The border passage will be restored in accordance with relevant regulations, and the entry and exit border inspection will be carried out according to law.

6. Restore the border inspection fast channel adjacent to Hong Kong and Macao ports, and the qualified entry-exit personnel with the Mainland residents' Hong Kong and Macao pass and the Mainland residents' Hong Kong and Macao pass can pass through the border inspection fast channel.

7. Gradually resume the customs clearance of passenger transport at water transport ports, allow qualified water transport ports to resume the entry and exit of passenger liner passengers, pilot the restoration of the entry and exit of international cruise passengers, issue boarding and boarding certificates according to law, and issue temporary entry permits for qualified foreign crew members according to law. Cancel the management measures of "no landing, no boarding and no docking".

8. Continue to operate the "green channel" for key cargo flights at airport ports, the "fast channel" for key material vehicles at land ports and border checkpoints, and the online self-service handling of "border inspection boarding code" at water ports.
